Nellis AFB – Phase I Engineering Field Assessments
Argus was contracted by AFCEC to evaluate the current site conditions and determine POL system deficiencies at Nellis Air Force Base and the Nevada Test and Training Range (NTTR). A site visit was conducted to perform valve-to-valve site investigations and engineering field assessment surveys of the systems at the following locations: Nellis AFB – Bulk Fuel Farm, Fuels Operations Center, and East and West Fuel Hydrant Systems; NTTR – Military Service Station.
Prior to the site visit, the team was provided with existing capitalized fuel system deficiencies and previous reports via Government Furnished Information (GFI). The team reviewed and assessed each of the existing deficiencies against the current site conditions, with the assistance of Base personnel, to determine if the deficiencies were still valid. An assessment of the current state of the fuel system was also performed, under full-flow conditions, if possible, and other additional deficiencies were identified. An inventory of tanks holding DLA-capitalized fuels was recorded and real property items that were not currently in NEXGEN were recorded and detailed within a Discovery Kit. A separate Engineering Field Assessment Report (EFAR) was prepared for each installation to provide a detailed overview of the deficiencies identified during the site visit with supporting documentation to provide project stakeholders with information to facilitate future programming and development of a Phase II (design) Request for Proposal (RFP).
