SMF Tank Farm Expansion – Design, Construction Administration, and Resident Engineering Services

The SMF Fuel Consortium retained Argus Consulting for design, permitting, bidding, Issued for construction (IFC) documents, construction administration, and resident representative services for the Sacramento International Airport (SMF) tank farm expansion to support increased airport traffic and SMForward, the airport’s $1.3 billion modernization and expansion project.

SMF served a record number of 1.3 million passengers in July 2025, highlighting month-over-month growth surpassing pre-COVID numbers, consuming as much as 8,500 barrels a day/350,000 gallons a day.

Argus has designed a fourth tank, additional pumping capacity, pipeline receipt upgrades, various upgrades throughout the facility, and associated mechanical, civil, structural, electrical, fire protection, and cathodic protection infrastructure.

Construction is currently underway, with a full-time resident representative on site and program manager support, and is scheduled to be completed by October 2026. Once construction is complete, the O&M team will coordinate with SAIM to accurately document and tag the new assets on the platform, updating the tasks, data, and Digital Twin.

Future projects at SMF include hydrant system updates, fire protection equipment conversion from AFFF to F3 (fluorine-free foam), along with additional on-call Engineering Support Services (ESS).
